that's an open-to-interpretation question. that's like asking "are these shoes cool?" what's your definition of rice? i would say its a bad idea to waste money on a hood that will do you no good.
not to mention that every time this is brought up, and it has been brought up many times, that someone flames (hi santiago!) and others disagree or maybe have additional insight.
do you want the hood because it has a fun little air scoop that won't benefit you in the least?

The look is nice, but it is up to you what you want, looks, or purpose. if you are looking for somthing that will give you performance on your N/A, stick with the stock hood, if you are looking for looks and show, not performance driving (I will explain in a sec) then go for it.
With a TII hood, you pressurize a normally slightly positive pressure engine compartment, effecting the airflow through your radiator (bad, hurts cooling dramatically) and will lift the front end of the car when driving at speeds above 30 mph. This is bad because you will notice that if you race or AX the car, it WILL cause you to loose control at about 80-100mph (while throwing the car around corners i.e. racing, not highway driving) because of the lack of weight on the front wheels (bad thing)
you weigh the choices and where you want to go with your car, but remember, it's your choices like this that determine how your car performs. Personally, I like the TII hood look, but I won't do it until I finally have the money to follow through with my idea, a ram air induction cold air intake (collect the air from the scoop and pressurize the cold air box with the air off it). I would recomend this as the >ONLY< option for when you add a TII hood to an N/A or even TII's with FMIC's, but that is me, not everyone.

you could relocate the oil cooler there too... just an idea......still NA's came with N/A hoods for a reason....otherwise they would all have TII hoods.

I gotta question, If TII hoods create pressure in the engine bay without a TMIC, why should it not create that pressure with a TMIC? It doesn't really make sence for it to have pressure without a TMIC, than with one. Maybe I'm retarded. I would just spend my money on something more important like suspension.

You wouldn't have to worry about the pressure issue if you put something on the underside of the hood to block the airflow into the compartment, which will probably raise your drag coefficient a little, but the point where the opening is isn't that critical. If it were lower down, you might actually notice it.
