surging idle on '91 convertible

The idle surges all the time from 1000 - 1500 rpms even when the engine is fully warmed up. What are some things I can check in numerical order? Thanks for the help.

Pull codes. A bad air temp sensor causes surging idle. Check/adjust tps to 1v and adjust idle down to 750rpm. Check bypass air control valve. If problem persist (hopefully not) check for vac leaks.
