Stuck Wastegate?

Stuck Wastegate?

I have a 87 T2 and the other day i was courius about my pre-cat so i took it off and i was not to suprised it was clogged and melted a little. I gutted it out and put it back on(I already gutted the main a month ago).OHH my gad i never new the car had so much power. I beat my friends 98 Prelude Type SH with a cold air intake. Ill i have now is a cut-out intake lid and gutted cats and i can touch the first long bar (at the +40) on the boost gage. I do belive i hit the fuel cut-off once in third on the Freeway but only once. Well to get of my excitement and back to the question. When i took off my cat i spun the turbo wheel, it turned easy without a noise+++. Then i tried to move the waste gate and with all my strength i coulnt get and part of it to move. I belive it is stuck closed. If it was what would be the bad part about it if any?. I have done alot of work to this car Grounds,exhaust, intake gasket, sensors,ignition, tuneing. And it runs great now but i get crap for gas 15mpg tops. What else is there to tune up?

P.S. It runs a little crappy cold but no that bad. It only smokes a puff when you start it cold or if run run it hard cold.

are you talking about the flapper door? it's actually supposed to be tight as hell. it opens by pressure. mine is like that too. or was

Yes the door inside the turbo where the downpipe connects.
