strange problem, engine turns but wont crank

have an 86' car has never had this problem until a few days ago. if I give press the gas a couple times it starts and has 13-14v steady and stays on runs with no problem until I turn it off then it wont turn on. Also if I jump start it it will turn on aswell. has anyone experiened this? new engine 2k miles 18-19vac, plugs are getting spark. fuses and relays are good too. this really has me scratching my head.
Clarify your problem. "...engine turns but wont crank" doesn't compute. Does that mean the engine turns over with the starter (same as crank) but does not start? Or does the starter not even turn the engine over (crank)? Two different problems requiring different troubleshooting procedures.

car turns over but does not start. now its gotten worse when I get it to run now when I do get it to start and give it gas it dies. again plugs are clean/new, starter is new, battery is good.
Well, if the engine turns over the battery and starter are obviously OK. Sounds like it may be fuel related. When the car dies, remove a leading plug and inspect for fuel fouling. If it's wet with fuel, you are flooding the engine. That may be due to your starting procedure or to low engine compression. Check engine compression.

when you say nothing, do you mean the car doesnt do anything at all or it just cranks and cranks and cranks?
have you checked for codes? do you let the engine warm up to normal temp and then shut it off and then it wont start up again?

Whet the engine is cold or has been sitting for a long time it starts. (yes/no)
When the engine is hot or I try to restart the car within a small amount of time from running it does not want to start. (yes/no)

if I press on the gas or jump start it, yes. no it has not been sitting for a long time just finished breaking in the motor.
When the engine is hot or I try to restart the car within a small amount of time from running it does not want to start.
yes it will start if its hot , If I jump it or give it gas. No it will not start within a small amount of time after running.

On my S5 there are two hoses connected side-by-side to the intake; one goes to the air pump and I'm not sure what the other one is. Whenever I remove the intake to gain access to something underneath and I forget to reattach these hoses, I see similar behavior to what I think you are describing (engine won't start unless I give it gas, and even then it runs rough, then it dies once I stop giving it gas).
I'm not sure why this is; I always assumed it was because the pressure drop throws off the MAP sensor readings. Check your intake to make sure there aren't any leaks.

I thought that if you started a rotary and didn't let it warm up all the way before turning it off, it would flood the engine. My car does this... What i do is take out the EGI fuse (I think thats what its called) and crank it over a few times, then plug it back in and it usually starts right up. It could also have something to do with the TPS, test it and set it within specs.
