Strange noises, among other interesting problems, gurus?

Well here I am, with another problem on my hands, and with a bit of a read for you fellows. I've been trying to get my freshly rebuilt N/A to run decent over the past few weeks, and after a few small snags here and there but I've got it to the point where it will nicely idle at around 1000rpm once its had a chance to warm up a bit. Its only been ran for maybe half an hour so I think thats part of the problem here.

But now when it is idling well and warmed up nicely there is a high pitched howl coming from the engine bay at almost the same volume no matter where around the engine I listen. The noise doesn't go away with a higher rpm. However for the instant you first blip the gas to get to a higher rpm it does disappear. Then returns at the same pitch and volume as before.

Now I'm thinking that the most logical reason for this would be a vacuum leak somewhere that is causing a howl somehow. I'd just like a little verification on this thought and you guys think.

Now for my biggest concern as far as the engine goes is that when I went to take it for a short drive to see how it drives the motor feels utterly powerless, I find myself having to rev it up quite a bit to accelerate without stalling (1500-2000 revs).

When I am driving and let off the gas in gear it sounds like the motor cuts out and then as I give it some gas it sounds almost like it sputters back to life which is rather strange. But the biggest concern is my lack of power when in fifth gear, it simply will not hold speed at all. If I try to keep it at a nice constant speed it will slowly drop in speed. And if I go to WOT in fifth gear it feels even worse no acceleration what so ever, to the point where I almost want to say it loses speed even quicker at WOT. Whereas fourth is completely normal it will maintain speed well and only pull a little weak for trying to accelerate in forth. I've been wracking my brain around this for the past few days and I just can't think of why this could be happening at all. I can only hope one of you gurus have had this problem or know something about why this is happening.

Oh, and I checked out the TPS and its not quite perfect but it is in range so I don't see this being the problem, if that helps at all with trying to diagnose this. I also have Racing Beat headers and aux ports open at all times so thats probably adding to my low power under 2000rpms.
