Strange Idle Speed, help?

Strange Idle Speed, help?
First off: '90 N/A, no mods, oil filter/changed 1200 k ago, new wiring harness after short caused engine fire.
Okay. From cold start, my RPM spikes up to 3k (4 sometimes) and stays there for about 2 seconds unless I tap the gas. Drops down to 2k for a minute or less, then idles at 1400. AFM valve is all the way down, and that's all that I've done. Bone stock S5 engine, rebuilt 3000 k's ago.
Any ideas? (and yes, search turned up nada useful)
