Make sure he is not hiding anything about his car. A GXL is capable of 16.1 stock. That is with a perfect pass though. Practice, and make sure he is not suckering ya into something.

Is your cousin's car have a carb. or is it fuel injected? The carbed 87 Irocs had 170hp and the TPI fuel injected ones had 190hp. Both came with 2.73 gears, so that will help you out.
If he has the 170hp version and you dump/slip the clutch at high rpms, I think you can easily beat him. If he has the 190hp motor, it will be a close race, especially if he knows how to race an automatic (powerbraking).
I wouldn't go by times you have only seen at the track, unless you know exactly what year and setup the car has. Some of the 1985 Irocs had a weak 155hp engine.

You will lose unless you're John Force Jr.
The torque advantage + automatic makes the IROC a consistently faster car.
If you nail the launch, you can possibly give him a run, but I doubt it.
Don't be jacking on other people's runs unless you can prove you can do otherwise.  Most people who talk trash can't drive down the 1/4 mile worth crap when money's on the line.
