is this a steering wheel adapter?

came with my car when i got it. my best guess. can anyone chime in and tell me anything about it? ebay special or something nice? my car also came with one of those rare code checkers

edit: actually maybe an e-shaft UDP? just noticed what looks like 4 timing marks. they can be seen on the bottom of the 3rd pic.

no it is an aftermarket front cover pulley.

Don't no what brand it is, but mine is very similar.
