Starting Problems

Okay I was rifling through my engine bay yesterday (87' S4 N/A) and me and my buddy found a black plastic ring thing that looked like a ground...I found it down beside the motor kinda near the starter...where does this go? Instead we made it longer and attached it to the firewall. When I go to start the car it clicks a lot...my battery was charged at full capacity but my volt gauge reads only about 9V. Now, do I absolutely need 12v to start it? And is that what the mad clicking is indicating, probably my battery is a POS right?
I got the car off a guy who bought some stuff from us, he said he bought the car and it wasn't running...the people before who had it swapped a lower milage motor in at about 278000kms or so...motor was running in the car and motor in the donor car was running strong.

Also, how should the spark plugs be wired...I don't even know if the people who did it last did it right. The front coil is trailing and the one closest to the driver is leading right? A picture and detailed subcription of somebodys running working coil and plug wiring would be awesome thanks.
