Starting problems :(
The car turns over fine and it almost started then the tach needle stop pulsing. I replaced the 40 amp fuse but that didn't seem to work. I noticed my safc wasn't turning on either so i ran a wire to that from the battery. The safc worked but it still didn't start. I didn't get a chance to really check anything as it was stalled at the campus parking lot and my ride came. I have a multimeter in the car i was thinking it might be the cas or that their isn't power going to the ecu? Just a guess please help as both my saturn and my rx7 decided to break down today.

My guess is you have another fuse or connection problem.
Also check the bell housing-to-firewall ground.
Do the warning lights all come on for their test cycle when you first turn the key?
