Starter speeds up and down?

Okay what does that mean?

The car is an 87 NA with 88 NA motor, high imp injectors and bypassed injector resistors. It has never ran properly, runs like **** when I get it running. Fuel pressure doesn't build instantly or hold. No idea on condition of injectors, never floods and only will start with ether and my foot to the floor with the fuel pump jumpered out.

It means there is a problem with the car. Your post is so vague that only vague answers can be given.

If the question is "why does the starter speed up and down?" then the answer is because the engine is trying to fire which is taking load off of the starter.

Well ill give you the story...hopefully you can help me. I got this car with a blown motor, blown fuel pump too. Well I swapped the fuel pump out for one I got from a member on here it was slightly smaller than the one I took out even though it came out of a running 88. Now I bought a parts car with a running motor, 160 000kms...it flooded out in the car. But it ran. I put it in mine...fuel pressure doesn't go up right away, it never holds it drops right off...it won't run without the check connector jumpered out...and only if I spray ether to it. Now I checked the pump, swapped it out for a 90 pump I have which I busted the top nipple off so the ****** pump is toast and probably leaking from the top and i need another.
Well it would start up, run like ****, backfire and hunt (TPS needs to be adjusted). I checked the injectors and they're high imp and its an 87 I cut the pigtail harness on the injector resistor box and wrapped the wires together like it says on here. Now I got it to run with ether once, it ran without my foot on the gas. I revved it up and it stalled. Now it won't start back up, its like its not getting any fuel pressure it will just start up from the ether and die right away. I haven't checked if the injectors are pulsing or if they're stuck closed. Im stumped and I've been screwing with the car for a long time.

Oh and I don't have feed and return messed up I checked.

Honestly I don't know where to start. Check fuel pressure?
