Starter problem?

I hooked in a haltech on my car and when I finally put the car together, it had a bad starter. I also noticed that when I turn the keys to turn the engine over, it would dim the lights and not start half the time. I replaced the starter and am finding that the problem has not been fixed. Anyone had the same thing happen before? I'm going to take the plastic off the steering column tomorrow and take a look there, I just figured I'd ask and see if this is a someone common problem?

Recheck your battery cable terminals.
You want shinny bright contact.

My starter fails to engage sometimes, since I replaced the flywheel.
I can hear the starter pinion bump the ring gear, but the teeth don’t always slide in.

It's an aftermarket steel wheel so maybe that's what it is.
