starter issues

-so i bench tested my starter, it works, but when i put it in the car it doesent,
-i have 12v at the solenoid wire key one cranking position
-and i have 12v at the power wire
-and there is continuity from the neg side of the battery to the started
-it goes through phases of working then not working

Ignition switch might be bad.

Could be bad starter solenoid, dirty ignition switch, bad connections not transferring current.

if it was a bad ignition switch, why would i get 12volts at the solenoid in the key cranking position

and i tested the starter + the solenoid it all works
