starting problem on S4 NA rebuild

it wont start. well it will, but the only way to do it is to disconect the resistor pack for the injectors. then spray some starting fluid in it. once it fires on that, plug the resistor pack back in and it purs like a kitten. what the hell is wrong with my car? and its a new rebuild.
