spits and sputters after acv and air pump removal

spits and sputters after acv and air pump removal
i got block off plates and removed them but now it spits and misses so it seems. could i not have put enough rtv on the block off plate? would that cause my slight hesitation? it seems to not like the 3,000 start up either.
