Spark, Fuel to the rail. (NO Start)

Hey guys/gals, i have a 1986 rx-7 with 13 b motor, just replaced motor and have good spark, good fuel pressure to the rail, but seems i am missing a injection pulse, i have purchased a manual for the car but shows nothing really of my problems, and wisdom would be greatly appreciated.

Put a screwdriver against one of the primary injectors, then the handle to your ear. Have someone crank the car. Does the injector click?

If not, then check for 12V at each injector. Each one should have a wire that measures 12V.
