smoking fan belt

I hace a 91 convt. that has been flooded for the last couple days. I pulled the plugs cleaned them, put them back held the pedal down and the car started.

It then quickly started to smoke, the outer most belt crossing the cooling fan pully was heating up.

I don't think that pully was turning. Is it suppose to ?

When I shut the car off, the belt actually bubbled a little at the spot it sat on the pully.

Please help !!

If you mean that the fan wasn't turning then you have a problem there. The fan is supposed to turn along with the engine when its running.

Water pump seized? Remove the belts and try to turn it by hand.

The fan was not turning, the fiction from the pully not turning caused it to heat up and smoke.

Sounds like water is seized that pully is not turning and the car is laboring when I crank it. Could it have seized during the extreme cold weather we have had here in the NE.
