High HC's like that is usually a sign that the CAT was either not hot enough or on its last leg...

From my California smogging experience with the RX-7

oh and would i fail because of the freakin gas cap or ignition timing.. and will the "tampered" result in the visual inspection make it a fail?

Sad to say, you would fail because of the gas cap, and they do look at the ignition timing also.

Put the gas cap on.

Arrange the vacuum lines where they are supposed to go.

Put a timing light on the engine and set it to the fsm.

Determine by the fsm if the air control valve is working as it should or not.

ditto what hailers said and also warm up the engine and find the variable resistor on the RF strut tower and turn it counter clockwise until the engine begins to misfire and turn is clockwise about 1/8 turn.

Is the variable resistor covered in some kind of glue, or is the screw plastic?

Variable resistors are on 86-88 cars only. The screw has some anti tampering wax/stuff over the screw head. Remove same. The Variable Resistor is described in the fsm.

Was that the actual test or a pre-test. When my car failed the first time, DMV labeled my car a gross polluter which required me to smog every year at test only places. I showed them though, I crashed that car.

This is why i only register my car in non-smog zones. Thank God for Eastern Washington.

The gAs cap is checked for leaks. If it failed you just need a new gas cap. The test showed that some of the VAC lines are tampered with. You should just check and see which ones are missing or what. I am not sure how the tech knew that your timing was off, you can fix that one easily.
