No. The ACV works different in many ways on a turbo vs a non turbo. Turbo used air PRESSURE to open/close the Relief valve in the ACV while the non turbo uses VACUUM. Bottom line is you can't swap acv b/t the two.
The airpumps inlet/outlet are arranged different and the bracket for the airpump is different b/t the two.
The only parts the same are the Switching solenoid, Relief solenoid, Port air solenoid and Split air solenoid. And the Split Air solenoid and Port Air solenoid are irrelevant to emissions testing.

Im not quite sure what's missing, but this is not for my car. My friend said that when he bought his FC, all emmissions were taken out. And now he doesn't know wat he needs to put back. I was only asking about N/A to turbo because our other friend has one as a project right now. From taking a look underneath, I know that his straight pipe isn't going to pass. Can anyone else come up with a possible "check list" That would be much appreciated.

the air pump
the Air Control valve on the side of the intake manifold
the air feed line to the main cat with the checkvalve down near the end of the pre cat
the pre cat which bolts to the turbo
the main cat itself
stock airbox
i think thats about all of it as far as emissions is concerned.
