since the JDM motor has no EGR and emissions crap should i ATTEMPT to smog before my JDM S4 TII Swap?

depends on how well of a visual inspection they do.
with a cat and an air pump you should be able to pass the sniffer.
if you can pass now with your stock motor you might as well go for it and buy your self another year or two.

 

or just buy a LIM with an egr valve and swap it
