Sluggish Feeling

So, I've been driving my car around lately and I've noticed a sluggish feeling to it. I have a question that maybe can be answered.

It's a 1991 N/A.
The VDI in the intake(rotation thingy) is it possible for that to get stuck at all? This car sat for years and the woman that had it before I can tell ya prolly didn't go past 5k rpms much. I do feel a considerable difference past 5k. I've driven a S4 for a year before this so I know about the aux ports, but not about this in the upper intake thingy. Thanks.

VA hmmm...

check your aux sleeves for carbon lock. the actuators not working is a far more noticeable loss that the vdi on an s5.
