I was driving in pounding rain last night, even the wind could "stop" my wipers for a sec. It was almost impossible to see, is this normal for max speed?

Int doesn't work, I works sometimes, II always works but doesnt seem to go fast.

My wipers are awesome, one pass and the window is perfectly clean but they don't move quickly enough. I know there's a problem with the wiper controls but do they cause the wipers to be slow?
