single piston caliper troubles

im trying to change the pads... and after the lower bolt is removed, i can only get the caliper to slide maybe 1/4 the way up... i followed the fsm step by step... is there something i possibly missed?

Just pull both bolts and pull the whole thing off of the rotor

thats what i was gonna do 2nd since i need to pull the bolts anyways... long story short... i learned that 4 piston caliper bolts are not universal... doh
