Simple BOV question

Simple BOV question

I have a stock BOV on my S5 TII. I am getting some wierd goings ons with the boost. I took the BOV off and blew threw it from both directions. Air flows through without vacuum being applied. Is this normal? The FSM says to apply vacuum to the BOV and air should flow from one to the other side. Does this mean that it should NOT flow when no vacuum is applied? If it is bad, does anyone have a set-up that they could sell to replace the old one? I don't care about the sound, I just want functionality.

It's bad. Air should not flow through without vacuum being applied. The whole idea is to have it vent pressurized air only when you let off the throttle and create a vacuum.
