Your car doesn't run as in it will not start at all or it just doesn't run well?
I really don't think a fuel pressure regulater would cause a no start condition. You probably want to look elsewhere.
If you wanted to check it though, the car would have to be running. Fuel pressure should be ~36psi at idle w/ vacuum hose disconnected and ~28.4 w/ the hose connected.

What problem exactly does it have? This would help to find the problme better.

i ran it low on gas, it ran really ruff. after that, it tries to start for about 3 seconds, running real ruff about 650 rpm, then sputters, and dies

i have changed the fuel filter

when priming the fuel system with the 2 pin check connector, i hear pressure releasing, and it never stops, the fuel pump keeps going.... , i had my injectors off, they don't seem to leak....., i'm so stumped...., i'm thinking it might not be the injectors, or maybe i am wrong...., but i don't have the money or the time after i start my 2nd job in a few days..

just curious, have you checked the compression? do you know the condition of the engine?

fuel filters will cause a car to cut off when it is running, but should not cause it not to start

You probably flooded it when attempting to start it .
(By the way how much gas is in it)

So the original question is: What are the signs of a bad fuel presure regulator?

Flooding, leaking injectors due to the exessive pressure causing dmaged injector "o" rings. Running either rich or lean depending which way the regulator went bad. Many more... If you want to find out just install a fuel pressure gauge and check:

86-88 N/A should be 35.6 to 37.0 psi
86-88 Turbo should be the same
89-91 Turbo should be between 34.1 to 39.8
Hope this helps...
