Scavenging

Yea,big time.
Powerful exhaust pulses, abrupt port closure, high volume airflow.....rotaries scavenge big.Same with the intake pulse tuning, hence the complex S4 and S5 intakes.Scavenging is why exhaust upgrades are one of the biggest HP gainers for rotaries.

Scavenging meaning the vacuum from the momentum of the exhaust gases being tuned to pull intake charge into the chamber.
Am I right in that the scavenging of exhaust in a rotary cannot pull intake charge into the engine because the apex seal keeps the two processes seperated?

Ok, so I'm guessing a stepped header design can still have a huge benefit to prevent reversion even though the effects on the intake charge would be limited to the amount of exhaust gases not completly evacuated.

There is an overlap period when the intake and exhaust ports "communicate" within one rotor chamber. Its right before the trailing apex seal closes off the exhaust port.
