I used a fuse holder and jumped the blue wire to the black white wire and got the pump to work do I need the relay or can I just tap the two wires together and call it a day ?

Nope! The relay has two relays in it. The B/W wire you already tested is for when the car is running and not starting the car. You need to let the relay work as it is designed to work. The top row far left wire is the wire which powers the relay and fuel pump w/key to start (clutch depressed). This is why you were asked to check the blue wire w/key to start and clutch depressed. Just test it using a normal procedure and get to the bottom of this issue already as opposed to trying to make shortcuts that will not work.

Ok that's all I needed to know I apologize for being too new to this but I'm trying to get this figured out. I don't want to shortcut I want it to be right and not have to worry about. The blue wire doesn't get power when key is turned and clutch is depressed.

Then you need to check the top row far left wire with key to start and clutch depressed as there should be voltage. If there is voltage then the issue is likely contained within the relay.
