s5 rx7 wont rev pass 3000 rpm

s5 rx7 wont rev pass 3000 rpm
i was told the motor was rebuilt, but the motor doesnt rev pass 3000 rpm. what do you think the problem is? i was told it was the secondary injectors went out. let me know what you think and if it is a simple fix.
