S5 OMP Wiring

I have a check engine light on and tested it. It is code 26, which indicates a bad stepper motor in the OMP. However, this is not a code that would put the car into limp mode, yet it is in limp mode. Even so, I went through the FSM and did the test for codes 20, 27, and 37. On the 6 pin connector I am not getting any resistance between +B1 and (SM1-SM3), or +B2 and (SM2-SM4).

Why am I only getting 26 and not 27 for this problem? Also, FSM says to replace OMP, but I've seen on here that you can repair the harness. Thoughts?
