S5 fuel experts needed!!! Possible relay issue

I need help diagnosing what I believe is a fuel delivery problem. This is my 2nd S5 Turbo II that Ive owned but I never experienced this problem with my last one. This car was purchased from the original owner, it was stored for over 7yrs and only has 18,000 original miles. So immediately I thought it a good idea to replace the following: spark plugs, fuel filter, air filter etc... In the three weeks that Ive owned it, I noticed that it will bogg at different times and at different RPM ranges. So to be safe I replaced the fuel pump with a cosmo pump from Rx7.com. But I couldnt even get that pump to operate (yes it was put in correctly)

Today while driving on the freeway the car begin to bogg and then that was it. Had to pull off to the shoulder and couldnt get it to start again.

After doing a search and reading up on similar problems people were having I noticed that someone referred to a relay under the dash next to the steering column which provides power for the pump. NOW.......Here's the thing, a relay was hanging from under the dash since the day I got the car. So i took a pic of it.

That relay hanging is an circuit opening relay. I sent you a wiring diagram

there is a jumper on the pass side shock tower. either white or green. jump the 2 wires together. now when you turn the key to "on" the pump should come on.

without the jumper the pump will only run when the car is running. use it to test the pump.

If the relay pictured falls/comes loose of its harness, the fuel pump will *NOT* get power. Coincidentaly, the only time I've ever seen the harness just hanging there is on cars that had someone add a fuel cut in, because the easiest way is to switch one of the relays on that harness.

I had a simelir problem. My car would start for 2 seconds and die. I found out that the pump was getting power for two seconds but then none. I checked that relay in the pic you provided and the brown wire that comes from the engine computer or emisions computer. I t was broken somewhere in the harness, so I just ran a new wire from the computer to the relay and it works fine.

So you might want to get a volt metter and see if the bround wire is getting eather ground or positive current, I can't remember.
