someoen sugested putting a dab of greeze on the actuator arm , then if it moves in or out it iwll smear the greese or somthing like that.....
another way to test them is to " zip tie then im the open position and drive the car and rev it out... see if your power problem is gone ( note some low end wil be lost wiring them open, but if they were indeed not working you will recover your higher end hp)
then start checking see if hte vacume lines are all hooked up and see if your airpump is working corectly
if they arnt working you would notice power to peak at around 4500-5000, then no "umph" after that really...
