The most powerful 2nd Gen is the 89-91 Turbo II with 200 HP. The most reliable 2nd Gen '7 is anything without a turbo, but the turbo is not really horrible unreliable. The GTUs, GXL and Turbo have the best brake systems and the 88 GTU, 87-91 Turbo and 89-90 GTUs models have the best handling.

Here's a rundown of the model designations by year.

86-88:
GXL- Fully loaded non-turbo model with everything but a turbo.
Base/SE- Base model, easily recognized by the 14" "phone-dial" wheels
88 only-GTU a stripped down RX-7 geared towards handling.
Turbo- Fully loaded usually, my personal fav.
Convertible- Heavy, but handles well and prolly the best to cruise in.

89-91
GXL- Fully loaded...the same as the 86-88
GTU- Base model
GTUs- Rarest of the 2nd Gen RX-7s. Essentially it's an 88 GTU, but has a close-ratio gearbox and 4.3 rear end.

Personally, I favor the 89-91 RX-7s for their refined looks, increased power, and rarity. Either way...you won't be disappointed with the car!

ZachSpazz pretty much covered it. You should also note the 2nd gen. rx7s have a TON of bodykits, headlight kits, spoilers, interior upgrades, performance upgrades, and lots of other accessories if you interested in personalizing your car.

Best advice is either look for an rx-7 add with "low engine miles, "new motor," or "recently rebuilt" for even extra reliability and piece of mind. *** ZachSpazz mentioned all of the "non turbo" models do have lots of engine life to start with.

If you find one you like - I'd recommend getting a compression test on the motor just be verify it's in good shape.

Are you intrested in the performance (GTU, GTU-S), luxury (GXL), convertible, or supercar turbo model?

The GXL is the cheapest and very reliable, the GTU has the best reliability / performance mix, and the converitible is a sweet ride all around.
