My rx-7 has a ticking sound that comes from the pass side of the car where the ecu/glovecompartment is. We dont know what would make the sound though. When it happens when the car is on the belt light will flash, now my belts dont work but still should it make the light flash. It will hapen A: when starting the car, B: opening the pass door, C: driving

 

According to the FSM the seatbelt control module is under the dash on the passenger's side. That's probably where the clicking is coming from, and why the warning light is flashing. See the Body chapter, page S-15.
