running rich at speed

running rich at speed
i searched and came up empty, i can't have the only FC running rich all the time and not just at idle.. i'll lay it out for you and maybe someone can help.. i bought my 89 GXL NA from a man who inherited it from his uncle, 64,000 mi and running great. still runs great just rich. it came with s.s header high flow cat w/air pump plumbed straight to the cat,with dual cat back. all of this was done by his uncle before he inherited it. the nephew knows less about the car than i do.(not saying much) i understand how to lean it out at idle, but what about at speed. is the fuel pressure regulator adjustable? will that even work? help, this car makes my head hurt....

car runs pre-mix (no oil injection, blocked)
ohio e-check tests at 25mph-30mph, i ran my tank empty filled up drove till gauge read between 3/4 and full. and had it e-checked. everything passed but hydrocarbon emmisions 330 ppm. it's not injecting oil, the pre-mix should have been gone, and running on straight unleaded for the hydrocarbon test.. how does it read 330 ppm hc. if not running really rich at speed?
ohh and i thought not running airpump w/cat burns them up, air pumps works and is plumbed 100% air flow to the cat.

no. running straight to the cat will kill it long before running without it. with all the stock stuff on. air is raley sent to the cat.
however you need one to pass.

well the plates expire in july,i'm not buying a new cat just to see if thats it.. i guess it's time for alcohol.. if it works i'll let ya know..(right after i remove the air pump)
