my car is running too rich how do i make it not run so rich

RX-7s run rich. And stinky.

If you think there could be a serious problem, get an air-fuel meter, and possibly a wideband O2 sensor.

and right now it wont start and it keeps flooding itself

Flooding is most likely leaky injectors. In which case, you may actually be overly rich.

The fix should be to get the injectors cleaned. How's your gas mileage? And your overall tune?

take them out and take them to a local shop or send them to RC engineering. Putting stuff in your gas won't do the trick.
