1990 13b normally aspirated. Idle speed wanders.

 

First thing to do is to make sure there are no vacuum leaks. I would then ensure the throttle body is clean and then check the throttle position sensor for proper operation and adjust it if need be. A TPS that is out of adjustment can cause the engine to surge.
