on my s13 i drill a hole on the front bumper where i want it..

1.Make 2 holes for the screws to hold the plate
2.Use some machine screws with washers. Put them on the inside of the bumper sticking out..
3.Then on the outside, put a lockwasher and nut to secure them. Make sure you have enough length left on the screw.
4. you will put the plate on.
5. put the final locknut to secure. Done.

Doing it that way, makes it very clean and secure. Changing/removing the plate is as easy as removing the lockwasher that is holding it on, and the screws will be held in place.
