I think the basic tools you need to rebuild an engine are:
a caliper
small feeler guages, and a straight edge
a dial indicator
a 54mm socket and a breaker bar (for the flywheel nut)
something to pull the engine and transmission (hoist, cherry picker, etc)
clutch alignment tool (cheap)
something to stop the flywheel while you're pulling or tightening the flywheel
a torque wrench (or a few of them with various ranges)
gasket sealant
hylomar sealant
anti-seize lubricant

And an engine stand with a rotary engine adapter doesn't hurt...
And how much it will cost all depends on what's broken or out of spec when you want to rebuild.
