Rear Strut Mount Quick Question

So I am mounting RB springs to my new Tockico Illuminas. I used spring compressors and properly assembled the units, I think. The strut mount, the part with the studs to bolt to the shock tower, is somewhat loose and can be turned around the unit. The bolt on top, however, is torqued properly and at maximum travel down the shaft. Is this a problem, or will the weight of the car do the rest on the mount? I double checked the Haynes and it said I have used all the correct parts and materials.

I think this is correct, it would be used to adjust toe.
