Rear CV boots torn
I was getting the car teched for Pocono next weekend and we discovered the rear boots were torn. One of the mechanics said that it would be cheaper when you consider time to just get new half shafts. is this true and if so, what would be the best place to go?

Call around to local auto parts stores.
I've never bothered to fix a torn CV boot - I just replace the halfshaft. Dismantling CV joints is a bit of a pain, and you never know what kind of condition they're in - if the boot has been torn for a while, there may be dirt & other junk in there grinding away at things.
