Flooded. Search for unflood procedure.

if you're getting spark fuel and the timing is good there is no reason why the car wont run unless... its flooded. pull probably one plug on each rotor take out the egi fuse and crank it for a few seconds to blow any gas and coolant and oil out the engine. reassemble, pray, then crank it again.

PUT oil in the Spark Plug hole. squirt cans work great. This is how i started an AUTO with a rebuild.

^ Try above, but also make sure your fuel supply and return lines aren't switched.

check timing again per FSM. (line the two dots on the CAS with the leading timing line). Take the black cover off of the CAS with the 2 screws holding it on and verify that the CAS is indeed spinning when you crank. then of course check the basics like unflooding and checking fuel system. How do you know its flooded, are the plugs wet? You can quickly unflood it by doing the old push start trick
