RB Downpipe fit with stock cat?

I have an 86 N/A and was wondering if anyone knew if the RB downpipe will bolt up to the stock cat?

I'm thinking about getting a RB pre-silencer but I heard it wont pass emissions. Is this true?

since it replaces the converter it is illegal and will not pass smog.

Well I just tried fitting it, but it didn't, too short. I was told that it was the RB downpipe but maybe it wasn't true. Just to let people know.
