Quick TB mod question

I hate to ask this question and sound stupid, but the write up I found wasnt very clear and Teds site isnt up anymore so...here goes. When doing the TB mod your only removing 1 set of plates from the throttle body, those being the ones without a single throttle plate above them? This is right, right?

When you look into the throttle body, the closest set of plates to you are the ones you are removing.

Damn, well, heres what I did. I removed the ones I was supposed to. Then I started removing linkage pieces on the other side. Then I thought, this doesnt seem right, this would be too much air constantly. So I rechecked the instructions I had but they werent that detailed. So thats why I asked.
Now, when I put the linkage pieces back together I didnt know how they went so I set them up how I figured they should go or close enough. The twin secondary plates now come open the same time the primary throttle plate does. Is this correct?

The primary plate should open a few degrees before the secondaries start to open, but otherwise they operate together.
