Question Quick RPM question

I was wondering what the tachometer's RPM measurement is based off of. Since the eccentric shaft turns 3 times as fast as the rotor, are the RPMs derived from the shaft or the rotors them selves?

The CAS 24 tooth *gear*.

The rpm comes off the NE signal created by the 24 tooth *gear* on the cas shaft.

and the RPMs are measured for the output shaft, not the rotor.
