Is there a vacuum hose which attaches to the end of the fuel rail ? I have no idea what goes here and where it comes from. NOT high pressure nozzle. This is small like for a vacuum line.

That's the vac nipple for your fpr . Just give it vacuum from a vac port on the throttle body or intake . It's been awhile since I looked at na manifolds so I can't say which exact port .
In stock form I believe, at least in S4, that it connects to a solenoid which then connects to manifold vacuum. Check the FSM/Haynes to verify on the vac diagram.
