Quick cat/vac leak question

Quick cat/vac leak question

Okay, I was told that I might have a vac leak, as the car was not idling at all, and wouldn't give me more than half of my RPM's after she'd been on for more than a minute or so. Anyway, tonite, was using carb cleaner on the vac lines to check for leaks, and happened to get her to idle for once, so while I'm stepping out for a moment, I happen to get curious and get down to look underneath...both cats are glowing bright red (There are only two, right? I can't quite remember). So my real question is, will clogged cats render the same symptoms as a vac leak? I'm not sure myself, but I think that's probably what's causing my problems. I just wanna see if I'm right or not.
