Question on compression and idle

I looked at an 89 T2 yesterday and it was in excpetional condition. Hot start was good, ran great, boosted great, was very smooth and quiet inside the cabin. Only had about 70K original miles. Here are the few things that worried me. The idle was pretty low and sparatic and shook the engine alot. There was a line, i assumed it was vaccum, hanging down on the passenger side under the car and it was plugged with a sparkplug. He said it was apart of the exhaust and they plugged it because of the aftermarket downpipe, didnt make sense to me. And my biggest concern was the compression test. The front rotor was 103,100,101 which is good, but the rear rotor was 75,75,100. I think i read it on aaroncakes site that 70psi is the point of a rebuild, and mazda spec allows 20psi between rotors. He said he always uses 91 octance gas, and almost never redlines, could this be the cause of the low compression. If i were to buy, would i need to rebuild shortly? Any help or insight is greatly appreciated.
