Question about TPS

I have tried this with two different TPS's. Engine warmed up, but turned off. At idle, off throttle, the TPS reads 1v. Pressing the peddle to the floor, it goes up to 6.25v. That seems wack to me, right?

If you really have more that 5V at the TPS then you more likely have a problem in the ECU. The TPS should only get 5V from the ECU, and it's output voltage can only be lower than that, not higher.

A failed voltage regulator in the ECU is not exactly common though. Are you sure you're measuring it right? You should have a constant 5V across the brown/white (Vref) and black (ground) wires, and varying 1-5V across the green/red (signal) and black wires.
