Question about PFC F-CON

Ok here is my question. I have a 87 tII with a ported atkins built engine. I am running factory turbo and factory injectors. All emmisions are removed. I have a front mount intercooler and a walbro 255. Also have all cats removed and running 3inch down pipe to dual 2.5. I am also running a hks external blow off valve. I had a run on the dyno and was seeing some boost spike to 18 psi. Also seen 15 afr at that spike. I understand i need to adress the boost spike however i have a parts car that ahd a old school pcf f-con in it. I tried running it and was running 11.4 to 10.5 at cruise. With my factory pcm it goes fairly rich 10-11 when under boost but at cruise will stay around stoch. With the f-con installed the car doesent stay at stoch under cruise. cruise is always at around 11.4. I removed this unit until i can get the numbers not so rich. It looks like the f-con doesnt have the hks rom in it. The rom has a d-1 049 on it. Does anyone know what this is for or wahy the car doesnt adjust to stoch under cruise. the sw2 is set to number 4 on the f-con. any help would be greatly appreciated.
