problems at 4000 rpm

i just recently acquired an 88 rx7, its a convertable with a turbo 2 swap. the guy that owned it be4 me had the car running great but hit a lady with it, and he ended up giving me the car. so i drove it and i hit the gas and when the car got up to 4,000 rpm it acted like it didnt want to go anywhere. and just hesatated, and keeps doing this from 4000 all the way to 8,000. could it just be that the car needs a tune up or spark plugs, please let me know all your advice will help. thanks eddie

Yeah, but thats probably not whats causing the hesitation.
The dreaded 3800 RPM hesitation is cause 90% of the time by poor ground connections between the engine, the battery, and the car. Clean or replace all the under hood ground connections. If there is still a problem after that, look at cleaning the fuel injectors and (on a N/A) that your 5th/6th ports are operating correctly.
